I finally resolved my problem editing the same files on both my SuSe Linux IBM
  and if need be or in the 'old days' on XP and win7 systems: Notepad ++.
Problem: When coding, if I enter Cyrillic directly from either system, then open and edit it on the other, the text from the first was messed up. I figured this had to be a windows Unicode Linux utf-8 issue so I downloaded, installed and tested 10 or more editors. Turns out that the old, new Notepad ++ does it and the UI, it's code coloring and code block seperation is quite nice. Only downside is it does not have a built in ftp function.

The following list includes the HTML codes for Russian Cyrillic characters not in the standard character set. Not all browsers support all the codes, so be sure to test your HTML codes before you use them.

Russian characters are part of the Unicode character set, so you need to declare that in the head of your documents: (Not if you use the Nuerical Code)

(Notepad ++ (win) and Quanta (Linux) write utf-8, which is what i'm using)

˜depending on your editoror (Otpad  from ingenit writes koi-8) or

Apparently more pages are being written in Windows-1251 encoding these days due to the use of WYSIWYG programs like GoLive and Dreamweaver, so you may want to use this code in your header instead:

I should have forseen this, but I didn't. Go figure, Microsуcks, once again kicks Linux users in the баll's. The bottom two (2) tables I've written to use the character set windows-1251, do not display correctly in my FireFox for SuSe Linux! So, use I used utf-8 and Quanta on my SuSe Thinkpad and RU keymap to write Cyrillic characters.
